The government's recent Green Paper on Transforming Public Procurement offers a once-in-a-generation opportunity to give the UK the smart, modern, data-driven, and inclusive public procurement system it deserves.
As a coalition of organisations with years of expertise on procurement and public integrity, both in the UK and internationally, we have seen what works to improve competition, unlock economic inclusion and innovation, and ensure value for taxpayer money.
Comprehensive implementation and proper investment will be key to the success of these reforms and to unlocking the opportunities of our new regulatory environment outside of the EU, but the rewards could be huge - we have seen savings as high as a £200 return for every £1 invested based on examples elsewhere.
To create efficient, effective, and fair public procurement, we need:
Transparency: Ensure high quality, open, and accessible information on public procurement.
Accountability: Build trust in the system for suppliers, contracting authorities, and the public.
Integrity: Manage conflicts of interest and ensure clarity over decision-making.
Oversight: Provide better co-ordination and oversight to keep reforms on track.
Investment: Properly resource these reforms and invest in training for public officials.
